Dubai's food and beverage scene is one of the most competitive — and rewarding — in the region. But behind every successful restaurant opening is a project that was properly planned, licensed and supervised long before the first guest walked in. Here is the path a new restaurant typically follows.
Before signing a lease, define your concept, target customer and price point, then test it against the location: footfall, nearby competition, parking and delivery access all matter. A short feasibility study at this stage saves costly changes later.
A food and beverage business in Dubai needs a commercial licence from the Department of Economy and Tourism (DET), covering the specific activity — restaurant, cafeteria, kiosk or catering. Depending on the location, you may also need approvals from the relevant free zone authority or Dubai Municipality.
Interior fit-out drawings must be submitted for approval, typically covering civil, mechanical, electrical, plumbing (MEP) and kitchen extraction/ventilation. Restaurants also need a No Objection Certificate (NOC) from Dubai Civil Defence for fire and life-safety systems, and food-preparation areas must meet Dubai Municipality's food safety design requirements.
Commercial kitchens need correctly sized extraction hoods, grease traps, gas safety systems and food-grade finishes. Getting this design right the first time avoids expensive rework after Civil Defence or Municipality inspections.
This is where a project manager earns their fee: coordinating contractors, checking work against approved drawings, tracking the schedule and budget, and resolving issues on site before they become delays.
Before opening, the restaurant is inspected for civil defence compliance, food safety and general building compliance. Only after these pass — and the trade licence and food safety permits are issued — can the restaurant legally open its doors.

Your trade licence activity needs to match what you actually plan to serve — a coffee shop with a full hot-food menu may require a different classification than a coffee-and-pastries kiosk. Getting the activity code right from the start avoids the need to re-apply later.
Efficient counter flow, a compact but compliant prep area, and seating that meets fire-egress rules are the difference between a café that operates smoothly at peak hours and one that bottlenecks. Fit-out drawings still need approval before construction begins.
Even a small espresso setup generates heat and needs extraction; any cooking equipment beyond that increases the ventilation and fire-safety requirements. These drawings go through the same Civil Defence NOC process as larger kitchens.
Espresso machines, grinders, display fridges and joinery often arrive from different suppliers on different timelines. Sequencing their delivery and installation against the construction programme prevents costly idle time on site.
Once fit-out, food safety and civil defence inspections are passed, the café can move to a soft opening — a useful stage for testing service flow before the official launch.
Because a café's margins depend heavily on rent-to-revenue ratio, keeping the fit-out on budget and on schedule is not a nice-to-have — it directly determines how quickly the business breaks even.

A car wash needs a plot or unit with adequate water supply, drainage and, in most cases, three-phase power for washing equipment and vacuums. Water recycling systems are increasingly required or strongly preferred, both to control costs and to meet environmental requirements.
Car wash activities are licensed through the Department of Economy and Tourism, and depending on the location, may also require approval from Dubai Municipality's environment department because of wastewater and chemical handling.
This is the single most scrutinised part of a car wash project. Oil-and-grease interceptors and proper connection to the drainage network are typically required before Municipality approval is granted — retrofitting this after construction is far more expensive than designing it in from the start.
Manual hand-wash bays, automated tunnel systems and mobile/on-demand services all have different footprint, equipment and staffing needs. The right format depends on your site size, target customer and budget — and changes your fit-out drawings significantly.
Washing bays, vacuum stations, a small waiting area and staff facilities all need to be laid out for smooth vehicle flow, especially at peak hours. Poor layout planning is one of the most common causes of customer complaints in this business.
Once construction is complete, the facility is inspected for drainage compliance, electrical safety and general building compliance before the licence is activated and the business can open.
Because much of the approval process for a car wash centres on drainage and environmental compliance — areas that are easy to get wrong and expensive to fix later — early coordination between the designer, the contractor and Dubai Municipality is what keeps the project on schedule.
